You're new to this game or something? There are several vision mode mods out there. I've made some, AcidGlow made some. Then some maps refined them as Windebieste has done in some of his maps. There are a few other mods that do this but I can't think of them off the top of my head.

To change the character textures in the different vision modes, that can be done with new skins. As for the actual red, blue and invert colors over the whole screen, that can be altered via the attributes (to some extent like with invert) and I believe the rest was in the source code. If I remember correctly the colors were hard coded. The only other option was to edit them within the map files themselves when making a new map. I forgot what it was called, starlight view I think? So yeah those are the ways to do it.
